What is a Community Improvement District (CID)?

A Community Improvement District (CID) is a political subdivision or not-for-profit organization, created by local property and business owners and approved by the Board of Aldermen, for the purpose of providing funding for supplemental and/or additional services and improvements for the benefit of the District that would not have otherwise been provided by the city in the normal course. 

What types of services and improvements are addressed by the CID?

The 2019 Grand Center CID, subject to the funding received, will focus its efforts towards enhanced security, the cleanliness of the District, improving the physical appearance of the District, and addressing certain infrastructure needs of the District.   

How is the CID funded?

The CID is currently funded through a property assessment of $0.16/square foot of a vacant lot with an additional $0.26/square foot of the first floor of a developed lot. In addition to the property assessment, residents of the district voted β€œYes” on an incremental sales tax of 1% for district retailers.

How is the CID governed?

The CID will be overseen by a Board of Directors consisting of real property owners (residents, businesses, not-for-profits) or a legally authorized representative of a business or not-for-profit organization in the District. Efforts will be made to assure that those serving on the Board of Directors are a balanced and fair representation of all real property and business owners within the District in regards to property type (residential, business, not-for-profit,) business type, and geography. Board members will serve two or four year terms on a staggered basis. All board meetings will be open to the public allowing residents and members of the CID to monitor and provide input into the activities of the CID.
